To take a recent example the Chinese company Lenovo seems to have taken the lead in including post-consumer recycled material in IT products. Besides designing for energy efficiency the use of recycled material is one of the best ways to minimise the climate impact of the products. But to answer your question on when you will see computers designed for minimal climate impact - look out for TCO labeled computers! A new standard for notebook computers is to be launched sometimes soon and we have good hope that soon after that you will start seing TCO Notebooks 3.0 labeled computers in the stores. A TCO labeled product is definitely a Green IT product.
